This Bulletin explains the municipal finance law changes included in An Act Relative to Municipal Governance During the COVID-19 Emergency, signed into law by Governor Baker on June 5, 2020. The Act includes provisions to: allow a reduction of the quorum required at a town meeting held during the state of emergency; permit remote participation representative town meetings; hold a town meeting outside the geographic location of the town; allow suspension of the dedication of revenues to stabilization funds for FY21; allow an alternate method of appropriation from stabilization funds for any lawful purpose for FY21 expenditures; allow an extension of the time for mayors to submit the annual budget to the city council under 44:32; allow approval of payment on education-related service contracts.
